Pragmatic China countervails US through India partnership
The Chinese, as Henry Kissinger pointed out in 1971, are eminently pragmatic people. They became communists when they felt that it would help to accelerate their development. They gave up communism and allied themselves with US capitalism when they concluded that it was a better strategy for their purpose. They treated India with contempt when it was economically, militarily and technologically weak.

Now they are hailing India as a partner as they see the world looking at India as a possible engine of world economic growth bracketing it with China.

They proliferated nuclear weapon technology when they thought it would serve to countervail India, became a preacher of non-proliferation norms to India and today, as they realize the world is getting ready to abolish the technology apartheid against India they are not going to oppose civil nuclear cooperation with India, either their own or that of other nations.

Now that India is accepted as a balancer of power and a strategic partner by the US, Russia, European Union and Japan, the Chinese have no reservations in accepting India as a partner either. China understands that any impression of its animosity towards India would only compel India to move closer to US and contribute to US sustaining its economic and technological pre-eminence in the world, which they resent.


The best strategy open to China to countervail US is not to step up pressure on India. China opposing India getting waiver from the Nuclear Suppliers Group (NSG) when US, Russia, France, Germany and others are in favour of incorporating India into the global non-proliferation regime will persuade India to befriend US intensively. That explains China accepting India-China civil nuclear cooperation, which cannot materialise unless the safeguards agreement with the International Atomic Energy Agency (IAEA) is finalised, the waiver of NSG is obtained and the 123 Agreement with US is signed.

It would be supremely ironic if our Indian communists now stand in the way of India-China nuclear cooperation by opposing further moves to operationalise the 123 Agreement. China has clearly stated that China-India nuclear cooperation will be with due consideration to China's international obligations which encompass IAEA safeguards and NSG waiver.

China has also come to appreciate the need for military exercises and strategic dialogues as confidence-building measures among nations seeking strategic partnership. In a multi-polar balance of power world, any nation is likely to have such military exercises and dialogues with as many partners as it can. Therefore China has decided to step up its own military exercise and strategic dialogue with India. China has not so far used its veto against any major move of the US in the Security Council. China went along with the US in imposing sanctions on Iran.

China's all-weather allied state, Pakistan, is now considered a state of international concern. China, in spite of its close relationship with Pakistan, never had any serious objection to close US-Pakistan relations. Therefore it is unrealistic to assume that China views the world only through anti-US spectacles. China has no intention of confronting US. India, therefore, does not have to make a choice between the two powers for the next two or three decades to come.

China has correctly asserted that partners are not rivals. Given the poverty and underdevelopment in the developing world and the problems likely to be produced by ageing and decline in the fertility rates of populations in Europe, Japan, Russia and in China itself, there is scope for simultaneous fast growth of economies of both China and India and this has been recognised by both countries during the just-concluded visit of Indian Prime Minister Manmohan Singh to China.



The declaration in the joint statement that India-China partnership is not directed against any third party is also an acknowledgement that partnership of either with other powers need not be directed at the evolving India-China relationship.

Whether it is the issue of greenhouse gas generation and global warming or the Doha round of trade talks, China and India have common interests in spite of their relationships with other major industrial powers on other issues. Therefore, there is large scope for their cooperation on these two global issues.

In trade, Singh has highlighted that China has to provide a level playing field. In a sense, India has to look at trade with China not merely in bilateral terms but as one between two major suppliers of consumer items and white goods for the entire world. While in their bilateral relations the two countries may not be rivals, they are bound to be competitors in their roles as manufacturing hubs and suppliers of consumer items for the world. The levelling of the field for trade for the two countries has to be looked at from a global point of view and not restricted to bilateral trade. In this respect, India has to go far and its progress is being held up by the doctrinaire fundamentalists in our country.

Objective and qualified observers have analysed and identified the competitive edges in different areas in the two rising economies. A much greater economic and trade interaction between the two countries for which the present visit of Manmohan Singh has laid the foundation would help Indian entrepreneurs to level the field between the two countries for their future global competition.

There has been no advance on the territorial issue though Manmohan Singh is holding out hopes for the future. India has neglected the development of infrastructure in the border areas mostly because of the fear of our diplomats, bureaucrats, military and politicians who have been treating the Chinese as though they are ten feet tall. What is needed is a crash programme of border infrastructure development. If infrastructures on both sides of the border are equally well developed, the undemocratic side will have a lot more to worry about than the democratic side. This elementary fact was overlooked by our government in the last six decades. This situation should be rectified rapidly and then we should be able to seize the initiative.

What India has to fear is fear of China. Once Indians get over that fear then India will be able to rise and get level with China. While the claims of the government and United Progressive Alliance (UPA) about the great success of the visit or of the opposition National Democratic Alliance (NDA) and sections of academia of the total lack of results have both to be taken with a pinch of salt, what should not be missed out are the subtle changes in the stand of the Chinese leadership towards India over the last three years in view of international developments and progress in globalisation.

China is the only non-democratic nation among the major powers, but it has accepted the economics of the marketplace. Its communism is only a facade for a single party dictatorship and has no doctrinal content in it. Consequently, a non-democratic China poses a challenge to other democratic major global powers. In today's world there is no alternative to deal with China's challenge but for all major powers to engage it increasingly till such time that interaction will bring about democratic changes within China.

Manmohan Singh's visit must be viewed as the first step in engaging China towards that end.

First, we should remember that china is not at all trust worthy partner (we have enough reasons to say this). However we need to deal with them because china is our neighbour.

Deal with china:

1. No problem with cultural exchanges (Promote Buddhism; not confucian), business interactions (equal trade) and dialogue on various issues etc.

2. But, dont romance with them

3. Keep vigilant; strenthen our defense capability

Chinese psycology:

1. More confidence people; acquiring type of mentality (we are always defending type and self-satisfied people)

2. While come to terrotorial issue, they will never and ever compromise to any force

3. Highly self-centric; they always seen any problem through slit (we are quite opposite; we always seen world as complex; because of our culture)
These are highly bothersome. Before any agreement or leadres visit, they will give some statments (thats their real stand/intention) or will show through actions.

Very recent Examples,

1. Few days before chinese president visit to india, chinese envoy expressed that ‘whole arunchal belongs to china’

2. Few days before Manmohan singh visit to china, chinese offcials annonced that indian relation is not at the cost of pakistan

3. American naval ship is not allowed to enter Honk Hong port, the given official reason was that ‘this is the reaction of honouring holiness Dalai lama by Americans’
etc…..etc…….
This is the mentality of these guys. It is very difficult to change . Fine. They are doing means that it is their interest.
what we are doing?.
we are just crying.
I dont think that in a history, any nation given capable of nuclear carrying missile to any other country….they did to pakistan……..

To my knowledge, I would say:

1. close with chinese people through culture. Find a way to promote buddhism in china. (if conusion model come to china, it is not good to ours) Defintely it helps to unite china and india

2. Make its very clear with china; security issue concern, we are not soft

3. Keep work with ASEAN countries…we have great advantage for past culural link. use that. Formulate some friendly agreement treaty with these countries. Singapore is the best country to deal other ASEAN country.

4. Japan is very important country for us. Because of technology. Work jointly in defence construction. They have strong capability in ship, electronics, plane construction etc. (example, Mitsubushi Heavy industires). In news paper, I read that they developed interceptor missile within 4 years colloboration with USA.

5. interact with Mangolia, korea, taiwan, honk hong

6. US relationship is not at the cost of russia. or at least we should express to russia that we never will go against russia. we should not repeat the mistake during cold war period. At that time, if we expressed this to america, many problem will come to end.
Everyone wants to friendship with every county but at the same time we should not forget the hard facts also………..
At last, Brave nation only can able to achieve………………our need is brave……………..

China or any other nation respects a strong NATION. Unless we become strong economically and INFRASTRUCTARALLY, we will look weak.Chinese have brought rail to tibet while we cannot even connect Srinagar.In 1962, chinese never used airforce as also us.We must increase our airpower significantly as russia started giving chinese modern weapons.
As selvang has commented why cannot we have frienship with nations bordering china. We should have supported North korean nukes? We were not even in the picture while US/russia and japan were in the six party group.If we have supported this nation instead of blindly following US/japanese line we would have got some friend in the periphery of China.A unified nuclear Korea is in our interest.
The chinese are pragmatic people. They are already de/hyphenating Pakistan india relations as it sucks them into orbit.Now they also fear a nuclear armed pakistan which is slowly disintegrating.The attack on chinese engineers constructing mangla dam has unnerved them as also Benazir assasination.
India was exporting iron ore and importing manufactured goods from China. We were fearing chinese electronics firm huwei as if they only will spy on us. It is rediculous not to allow chinese airlines to fly near chennai, or bangalore or mumbai because of nuclear stations. everyone in world follows the routes laid out by Jeppesen and ICAO. The chinese will defentely SPY on us as we spy on them.But as democracy we need not fear them. We must encourage people to people contact. We learn about chinese from china quarterly or Rodreiq macfarhar while they learn about India from Foreign affairs and washington post. We must encourage their spies(journalists ) to come into India. They will have spying anyhow. they arenot like ISI to use our people for sabotage or indoctrination or terrorism. The number of chinese who come here must be more for people to people contact.More Chinse visit europe /thailand/bali etc beause they abhor our infrastructure. Our strength alone is our future.

1. First, what’s wrong in Japan talks with china?

2. It does not mean that Japan going to ally or even friendship with china. In history, sun may have a chance to rise in the west but Japan and china never go together.

3. Regarding Indian nuclear test, Japan opposition is expected one. Not only in Japan, rest of the world also is not happy. Further, inside Japan, there is a strong resistance about nuclear issues, because of past Hiroshima incidents. It does not mean that Japan is against of India.

4. Hence, overall, Japan is always friendly country. We should make use of them so that both countries get advantage. For example, business opportunities like speed train, electronics, environmental recycling techniques and defense related cooperation etc.

5. Importantly, our growth is from 53% from service sectors and 23% from manufacturing. China growth is 53% from manufacturing sectors. So, if we need to increase our manufacturing capabilities, we need Japan, USA like countries.

6. Regarding Korea, united Korea is the welcome one. But not as a nuclear Korea. In nuclear issue, we should not think that china and Korea angle. We should think in a broader perspective. In this issue, India stand is welcome one. Similarly, it’s applicable to Iran also.

7. After 1960, in our side concern, we completely left Asian countries (including Japan also). We only concentrated Soviet, USA and Europe. There is a reason for this. The reason is that we are completely busy with our own many problems like Pakistan, poverty and law and order problem present inside our country.

The main point is:

1. No problem in talking and strengthening ties with china on various issues.

2. But our approach style is the problem

3. We should make clear that security issue concern, we are not soft; we would not adjust any bit. Our options should keep open. Whenever, it’s necessary, we will not hesitate to use any options. At that time, we should not think…..ohhh…..what world will think……ohhh…..world peace…..

4. We can not agree that Chinese given nuclear capable missile to Pakistan.

5. Array…at least rise an objection from your side…….

6. Yes, We should encourage in multipolar; not in that usual context of America; but in the context of china.

7. Whatever be, unless India is not become strengthened; no one will going to respect. So, India should understand the power game.

8. This is the second chance for india; if india miss, it will be compelled to live under anyone of the power umberalla.

9. Need a national mass movement for development, which correctly said by Narendra modi.

If the West remains complacent, South-East, Australia, New Zealand, Pacific would be occupied or rather “liberated” territories in a few decades. Don’t come back and ask us “Why they hated China” or all we had to do is give the Chinese more time to think about the nicety of Western Liberalism.

China’s human rights abuses are “staggering”: the detention of hundreds of thousands of people, including political activists, for “reeducation” programs, and forced labor camps; and the liberal use of the death penalty in China — including for political prisoners — which makes China the site of 8 of every 10 government administered executions carried out in the world!

CCP is full of deceit and has figured out how to play the West. They can’t be trusted at all and they have a bag full of tricks to fool not only Tibetans but the whole world with a state-controlled press. The best solution is a free Tibet. There is no doubt that a sovereign Tibet would be a savior state not only for Tibetans but for all ethnic groups of China who have nowhere to go if they disagree with the CCP. A free Tibet would be such a free democratic heaven and a safe haven.

DO NOT TRUST CHINA. Long live Indo-US-EU-Russia-Australia-Israel friendship.

It is not only China which is a rogue nation. US, Australia, Europe are all rogue nations, they aare all wolves in sheep’s clothing. I for one would not mind if Australia, New Zealand are ‘liberated’ from the clutches of white caucasians. They are the biggest pest in human race. They forcible occupied others territories and then erected borders around as if it is their land. They should all be sent back to the tress in Europe from where they descended.
